You can use Mod Podge, but be sure to seal the inside of the pot.
Decoupage is a good way using mod podge to seal the fabric around the pot.
Spray adhesive will work well to adhere the fabric however you want to insure that moisture doesn't soak through if you are using it for real plants, especially if the pots are the terracotta clay pots. For them you'll need to seal the inside with a varnish or shellac so moisture doesn't wick through and ruin your adhered fabric.

Hi Mary Lou. I recommend decoupaging the fabric on the surface of the flower pot. Spread Mod Podge on to the pot with a foam brush. Lay down the fabric and work the air bubbles to the outside edges. Apply more Mod Podge on top of the fabric. You can paint the pot before hand to go with your decor. Good luck Mary Lou.
