Hello. I asked the same question of a blacksmith forged twisted S hook iron piece and this is the response that I got. It might help you.
“We suggest using a wire brush to really get all the loose rust off and clean the hook thoroughly with soap and water as well. To keep the original finish, we suggest applying our Stops Rust Clear Enamel, which will seal the surface. It will prevent air and moisture from reaching the metal and that should stop further oxidation from occurring. Hopefully this helps to get your hook back to being good as new! I have used Naval Jelly is the past to help remove rust. After cleaning you may want to use a spray paint that matches the color or spray everything to be consistent.
Steel wool or a stiff wire brush should remove it. Then you can seal or paint. Make sure to use a rust inhibitor to seal or paint it.
A wire brush can get the rust loosened and then can be rinsed away with hot soapy water. Usually a black spray can be used to really make the piece look revamped.
Use WD 40, spray on and let it soak. Use more with a wire brush and or steel wool. Once cleaned you can paint with the black heat resistant paint or just spray a coat of Wd 40 to protect it. Wipe off excess. Then sand and paint with a spray paint like Rusteloum.
Rustoleum makes a great spray on rust remover.
Make a paste with salt and lemon juice. Apply this paste on top of the rust. Let it set for a couple hours. Then come back and wipe it all up.

If the rust is light- Use WD-40, If it is medium, sand it down or use wire wool. If it is heavy
use an electric sanding machine. Or use Rust Oleum straight from the tin.
