Have you got weatherstripping installed already? Or a sweep type strip across the bottom of the door?
Those wider rolls of weatherstripping are great for a seal around the garage doors. You can get them at Home Depot.

I have a detached garage, I put in weatherstripping along the sides and bottom. We also put insulation on the door itself. Helps tremendously
You can purchase wide weather stripping for the top and sides of garage doors as well as a "sweep" time panel for either single or double garage doors. You might also insulate the inside portion of your garage door if it isn't already an insulated door.
