You can seal with a spray on water based poly.
You can spray with Rustoleum 2X spray paint. Seal with Minwax water based polyurethane. Or Rustoleum clear spray paint
To paint a design use fabric craft paint and seal with water based poly.

I would use fabric paint or acrylic paint and seal the acrylic paint with a clear sealer.
Fabric or acrylic paint would work better than oil paint, Seal it with poly spray.

I would use Acrylic paint and then use Mod Podge to seal it.
If you use oil bases paint i wouldn’t worry too much about sealing it. Oil is super durable

Hi Maria, I would be careful of using oil paints on straw. The oil that binds the paint pigments may "leak" into the areas around where you're painting and end up looking like a sweaty mess. Water-based paints may be a better option.
You’d probably be better off with a fabric paint which you wouldn’t need to seal.

If the paint is oil based I wouldn't think you would need to also seal the hat.
