Thats a really tough one. Particle board swells and warps badly - also the laminate layer comes off. You can try sanding, but you may need to replace the affected pieces. Might not be worth the trouble. Sorry. :(
Hello. That can be a challenging situation. Could you post a picture of your area of concern and damage? That might be the best way to help address our suggestions. It is possible that you could apply a thin laminate over the area or molding and paint to disguise depending upon where the area of damage is and severity.
Replacing just that section would be one option. If the damage is minor, you could cover with contact paper fir a different look and prevent further damage. It will help hold it together.
How bad is the damage?! A photo of the damage would help. Particle board swells from water and tends to crumble as it dries. Any finish can be compromised.
We have a utility closet that is particle board and water damaged at the very bottom and the only way to salvage this is to cut off about an inch off the bottom and then see what is left to work with.
When we attempt this we will hopefully cut off the part that is falling apart but will see what happens when this is attempted.

I'm not sure that you do. That is one part of particle board that is just terrible. If all of those particles get wet and swell, that's permanent. You could try sanding it down though and get rid of the bump and paint/stain to match?

If it is still usable, contact paper that looks like wood may be a better option. Good luck!
I doubt if contact paper will stay stuck to damaged particle board with an uneven or unlevel surface
Painting it
It might depend on how extensive the damage is. Once water gets into particleboard, it's tough to come back from. You could try breaking away buckled pieces, sanding, and filling with wood putty.
In order to these fix water-damaged areaof particleboard furniture, just remove those areas which are damaged with a use of sharp razor. And fill those spaces using wood filler and sand smooth. However, if the damage is extensive, just remove those areas which greatly damaged and replace with a new piece of particleboard.
