Deck chair fabric should work fine, although you may need to use grommets after wrapping it around the crossbars.
Clean thoroughly and use RustOleum spray paint on the metal. It's my hands down favorite paint for this type project.

Clean the metal and then prime with Rustoleum auto primer. Pick a color of your choice. Oil Rubbed Bronze on the dark side or Brushed Silver on the light side. You are going to need a way to attach the deck fabric. You can get springs or grommets, which will attach to the sides and bottom.
Hello. I would spray paint and make a fabric sling with a substantial outdoor rated fabric. My favorite spray paint is Rustoleum Universal. We refurbished a patio set with it and loved the results.
Rustoleum recommendations
PREPARE:
Always work in a well-ventilated area. Cover the floor and nearby items with a drop cloth. Lightly scuff any glossy surfaces and wipe clean with a lint-free cloth. Use Painter’s tape to hide any surfaces you don’t want to paint.
PAINT:
Using slow, back-and-forth motions, spray paint each item with several light coats of spray paint, making sure to overlap each stroke slightly. Apply 2-3 coats of spray paint, waiting a few minutes in between each coat.
FINISH:
Let spray paint dry for approximately 1 hour before handling.
Tip: Use of 2X Ultra Cover Primer in White provides better paint coverage and color.
When these type of sling chairs are assembled, the fabric is slipped on to the open frame ends before the frame parts are welded or put together. So, yes, the challenging part of the diy project will be to figure out a way to attach the new sling fabric to the existing completed frame.
I found this replacement fabric on Amazon. Unfortunately the technique shown in the link in Deb's comment will not work for your chairs, as they do not have the channel-tubed frame necessary to hold the fabric in place.

Marg, how about using breathable, air flow plastic fabric instead. You'll need a dowel of some kind to separate the seat from the upright portion. That's the cheapest way I can think of. Just paint to match & tie off dowel on the sides where it needs to be.
