Do you want to restore the set to how it looked when new, or do you want to change it to look different from the finish it presently has?
You need to sand down the wood get all the gloss off so new paint will stick if your going same color just take gloss off if your going another color you might want to go down to bare wood
You will need to clean, strip, and sand it down. This style will involve some very tight sanding in the grooves. Then wipe down with denatured alcohol and you will be ready to put the new finish on it. I would advise triple sealing the surface of the table.
Need more details. See Pinterest.com or You Tube.
Do you want to keep it looking natural wood?? Or paint it??
I would hit Pinterest and punch in French Provincial dining sets or styles, see what pops up and then copy what you're drawn to. SO many options with wood and paint combos and chairs with or without fabric.
