This is a Dracena . You can cut of the top part and put it in water to get new roots and then plant it up again.
I agree with Johnavallance82 - but take it a step further.
take the tall one down to near the soil, cut it into several 8-10" pieces to root (you can even just shove a few right back int the pot). The original will probably start new shoots too.
