Poison Ivy or Not??

I doubt it. But to sure take it to your local nursery to confirm.
Based on pics online that I peeked at, it could be and you can still get it from just the sticks and buds. There are plant identifier apps and websites where you might get a firm yes or no.
You can call a local nursery and send them your picture. They might be able to identify it for you.
You could call a local nursery or try the app Picture This which identifies plants
