You may have to consider, you may just be trying to put too much in where less belongs.
I got several plastic crates and put rollers on the bottom. Then I can easily take out the crates to look through instead of individual items.
I would put in some kind of shelving into the lower one so you don't just pole in things on top of each other so deep that you have to dig. Put the most used things in the front so they are assessable, and then the least used further in the back of the cupboard.
Get yourself an add on lazy susan the proper size. Then all you have to do is spin to see everything inside! The "dead" back corner would make a great hiding spot for valuables lol!

We have a unit that is for a blind corner when we just redid our kitchen. It was the only upgrade I choose. Not sure how much they are but it was worth it!
Why not block off the far end of your Cupboard with a Safe and a False Panel, then go ahead and store Kitchen Stuff you really use.
I have two of these in my kitchen and I had my hubby remove the lazy susan parts. Now I use the storage area for holding large cans I store flour in, etc. In the other one I store boxes of canned goods.
They make many cabinet adapters, measure your cabinet, and go online shopping or go to Home Depot.
