I don't have a pantry, just a small converted broom closet. It is narrow and small (12"w x 10" d). The door is blocked so it will not open completely. If it did, I would use bins to group items together so that I can pull them out and look. As it stands, I line up my canned items in a row so if you see a can of tomato puree in the front- that's what is behind it.
I also keep a pad & pencil handy to make a list of what to purchase when I get down to a few cans. You could do a dry erase board or chalk board as well.
If you are a facebook user, check out a group "organizing love". I have seen some amazing pantry organization in there for all sizes.
I also have a deep pantry and have experimented to get organized and have found that placing 12" lazy susans at the back corner of each shelf helped. I place many items on each one and then still have room for smaller items in front of them. On a couple of the shelves I've placed those wire baskets that are built in such a way that they slide in and make a shallow shelf beneath the shelf it's attached to. I use these for lightweight items such as seasoning mixes, drink mixes, etc. Hope this makes sense and is a bit helpful.
I would look at a container store for some pull out long shelves, so you can easily get things out that are really far back. I don't know if you have the height or space for a turn table or lazy suson, but those can help add space.
Baskets or some other type of containers are always a great way to organize.

I have wire shelving, and I have found S hooks to be a valuable tool for hanging stuff off the shelves and I separate like items in shallow bins. I have Command hooks for a bag holder, etc. on the walls. There is a space under the bottom shelf that I found a cart with wheels that slides under it. I also added a shallower shelf between the deep ones, which helps. If I hadn't added the cart, I was going to put a clear storage bin for bulky items under the bottom shelf. It's pretty overstuffed these days, since I stay stocked up with deliveries. One thing I am doing to give myself more storage right now, is I have started using two rubbermaid storage containers for stacking canned goods. That way I can rotate my supplies without overflowing from my small pantry. Hope one idea or more is of helpful! Good luck!

Since you have a depth of 18", why not try using risers at the rear, which would slightly elevate some contents? Otherwise, simply align similar items from back to front, in rows, to facilitate organization. Another option would be to place taller items such as barbeque sauce, tall tomato ketchup bottles, relish, chocolate syrup, stacked tomato cans/pie fillings, etc. at the rear, and place slighly lower objects in front, thus gradually reducing container heights, at least in one section.
You did not say how wide or how high your shelves are; perhaps these might work for you?
I use baskets with labels on the front.
