The videos I have seen show placing the candies on a glass bowl and then melting in the oven on low temp, 300, for 5-10 minutes. I believe the video Ann posted is a good one to help.

Hi Judy, place your unwrapped peppermint candy in a circle on an oven tray lined with parchment paper. Turn the oven onto 350°F and line a baking sheet with parchment paper. Pop them into the oven and bake for about 10 minutes, remove and place a glass bowl in the center of the melted circle of peppermint candy. Carefully flip the bowl over and press the candy down on the sides to form a bowl shape. Leave to cool down completely.

DIY Peppermint Bowl
You can glue the peppermint to a bowl. Using the bowl as a mold
Cover the outside or the inside of a bowl with cling film (siren wrap) and stick the peppermints onto it until you have covered the bowl. When all glue is dry fixing them all together you can then remove
