Tap on it with a spoon and then you will know if it is metal or wood. Each require a different method to refurbish. Can you post a photo? Then we can provide better suggestions on how to repair.
Sprucing them up with a coat of paint will work!
Since they are metal give them a good sanding where the finish is flaking and a spray paint made for metal (several brands carry it) will bring new life to them!

Is it paint that is peeling? Could you sand off the current coating and repaint the arms?
You can repaint them with a primer.
If they're metal, you can scrape, sand, or wire brush off the peeling paint then repaint using spray paint.
