Hi Dawn! What are the dimensions of the piece of furniture? Or would it be possible to post a pic for us?
At one point I added a base to two kitchen cabinets after attaching them together and then added 6" tall feet and painted the entire piece out to make a kitchen island. After that I just added a butcher block countertop to the top with a 1 foot overhang. It worked great!

Creating a kitchen island from a bureau/dresser is relatively easy, especially if there is no plumbing involved. Here's a video that shows one being created.

Keeping in mind that most bureaus are not a comfortable height for a working surface in a kitchen, you would have to build a level base for the bureau to sit on to bring it up to correct height. But, yes, as others above have noted, it can be done.
Also, keep in mind that most bureau tops will not already have a surface that is intended for food preparation and frequent washings.
For this reason, I would recommend purchasing a custom-sized counter top that can go on top of and be attached to the bureau, and extend over the sides; allowing for 'toe kick' room when standing at the island.

You can make use of the drawers for storage. Add bun feet to the bottom and add a new top. You can have a piece of counter top cut at Home Depot or add a butcher block top. The Formica is inexpensive and can be made any size you want. Just be sure you tell them you want ALL sides edges because most of what they do is counter tops so one edge is against the wall. You can use any hard wood you like for top. Oil it well before using if you do plan to cut on it but to me that makes a mess of it. I'd go with counter top.

It will depend on the size and style but normally you would cut to counter height, put a new top on it (butcher block or match your counters), and then finish as you desire with paint or stain and seal. If you want to use for extra seating, you can have the counter tops hang over.
