I used the following items for this projects:

El Light Wire - From Amazon $12
A spare wood board - Home Depot (leftover from previous project)
White Tape - Hardware Store $2
Drill w/drill bit similar size to wire
Measuring tape
Pencil
First, I needed to decide what I wanted my neon light to say and I sketched it on my board. Using simple straight letters was the easiest for this type of neon light. I went easy with Z Z Z. . .
From here I decided to drill holes in my board at the start of each line and at the end of each line. I pulled the wire up through the board and back out the back to create the straight line. Wiring the light through the board makes your lines tighter and cleaner looking vs. gluing the wire to the board.
I continued this same method with each Z.
When I got to the end of the Z I ran the wire off the board, gathered my excess light and taped it to the back of the board. I also taped the battery pack to the back
I found some wall mounting parts and screwed them to the back of my board.
And there it is!

What length of EL wire did you use? What kind of batteries does it use?
