I feel that the paint pens are the best easiest way to paint on rocks.
Another thing that works very well is Testors enamel paint but it is something that requires paint thinner to clean the brush. Its inCluded in the paint set.
I have rocks Christmas ornaments and seashells painted with Testors paint done more than 35years ago. This shiny enamel paint is very durable and has nice glossy finish.
Yes - but as said above, just use a sealer. I've even just used clear nailpolish to seal!

As long as you seal it it should be fine!
It would be fine. You could also use Sharpie markers.
I would give it a try, it may not be bright enough. You should spray seal it for protection.
