I would cut this one back and destroy or trash the fungus. Healthy ones don't look like that. Good luck and stay safe!
I think you should gently wipe/rub each leaf to remove it & just with damp cloth,to see if it comes off easily, I think it looks like just part of plants new leaves? Tiger Lilies do have hairy stems. So as new leaves unfurl they will be hairy as well then hairy parts just kinda leave edges of new leaves as they get bigger older. The older more established plants will look different than newer/younger planted ones. Tiger Lily (Lilium lancifolium) Description: This herbaceous perennial plant is 2½-6' tall and unbranched. The erect central stem is light green, purplish green, or purple, terete, and moderately woolly-hairy to glabrous(smooth). The alternate leaves along the stem are densely distributed in pseudo-whorls and widely spreading. PLEASE DO NOT spray it with any soap especially Dawn you will kill your lily! Dawn removes plants protective coating breaking down plant leaving the leaves to burn, get insects or just die. Also kills beneficial microbes in soil and creates a whole new set of issues. If you think it is bugs? use Neem oil on plant. Think it's type of fungal issue?(I really do not think it is) fungal problems need moisture to develop and it is not all over whole plant. Fungal issues usual start ground level up where moisture is in plant/ground,then spreads upwards all over plant,causing wilted look on plants,with gray, yellow or brown spots. I really do not think anything is wrong with your Lily actually looks nice and healthy & really strong, have you had pleasure of it blooming previous year? They have the most beautiful vivid colors.
I have that on mine and my mom says it's something a bug leaves behind called snake spit...lol!!! Yeah it doesn't hurt the plant , but yeah it's something that is left behind on the tiger lilies but it does no harm!! I've had the same flower bed for 20 yrs... Snake spit and all 😂😃😄

Tiger Lily has a normal hairy stem its just the way they are. This looks like normal hair to me. My asian tigers that get 5 ft tall have hair all the way up and look like they need to shave.
