Clean the spot well and then use vinyl siding caulk to fill it.

What we did after the lawn mower launched a stone into the siding, creating a small hole similar to the size of yours. Located the caulking color that was used on the filling areas of the house, like around windows. Cleaned the area very well and let it dry. Then put the tip of the caulking tube into the hole and overfilled it. Made sure there was no open areas of the patch, smoothed it and let it dry. Done.
If you’re concerned about trying to get the caulk to not go down into the void of the siding, I would either spray expanding foam insulation in there or glue tack a piece of bubble pack in there to fill the void and make the caulking job more efficient.
If your siding has texture (and most does) use a small piece of it to press into the caulking you are using to get the same finish before the caulking sets. You can match up the color with paint.
The best looking result would be if you were to replace the piece with the hole. There are normally pieces left over after a siding job for just such purposes.
We've used spare pieces - like a few feet long - to replace the larger area. Patching a hole is tough, you'll aways see the repair unless it's hidden behind a bush or low to the ground.
A Puncture
If you simply have a small puncture in your vinyl siding, repair is easy.
A Hole/Tear
A hole or tear in your siding requires a little more effort to repair.

If it is high up and won't be seen at close hand you could use White Gaffer tape!
You will need to replace the piece. If you don't have any that are an exact match, take a piece from an area that isn't very noticeable (like a bottom inside corner or near the porch floor where you might have furnitureu) and put the new piece in it's place.
