You can but it will make your floor rather heavy, not to mention the additional height. I would consider removing before putting new tile down.

Yes you can but its only recommended if if the previous tile is in very good condition. After that a concrete floor leveling compound over the old tile will give you a good flat surface to put your new tile on.
It is not recommended to tile over tile. Home depot sells a shovel like tool that makes it easy to remove tiles.

It is not recommended. The current tile is likely to have a few raised spots here and there. Also, please think about the extra height and how it will affect the baseboards.

Depends. Vinyl or ceramic? You'll always get a better outcome if you remove the old floor. I would never add a layer to ceramic no matter what! Stay safe!
