I'd think that a 99 cent tube of acrylic paint is cheaper than the ingredients
Not sure what you are hoping to achieve. The above two suggestions show paint for kids, but you still have to purchase ingredients. The one with food dye I would not want because food dye stains a lot of different things and is very hard to get off.
You never said if you wanted something for kids or to paint furniture or walls. A more specific question would help.

I don't know if you are interested in this, but your county extension, the place where they recycle stuff, offers FREE paint. I have gone there many times and sometimes it is contractor leftovers from when they are building homes. I got unopened gallon buckets of Kilz, and Sherwin Williams and Benjamin moore paints for free.
How much paint are you needing for your project, and for what purpose will the paint be used?
I think it is more cost effective to buy paint.
