Do you have a plan of how to do this? Do you want them to swivel still or are you hoping to lose that feature? You could add new legs to the bottom to make them stools.
Yes, you can. The base for a swivel stool can be purchased and attached. Here's a link to one:

All of hardware needs to be removed with new legs added. It may be possible to extend the center post, but that may require some level of expertise to do it safely.
Hi, I agree with all of the above plus I would add that you want to make sure the seat is suitable to be used as a stood. Generally when there is a back on a chair, the seat is constructed for the sitter to lean back in the chair so it is at a slight angle and conformed to a persons bottom. For a stool, they are meant to be free standing so the seat is usually perfectly level and constructed a little differently. Just something to keep in mind :)
I see no reason why you could not turn these into stools.

You would have to remove the base. Then buy and install new leg brackets and legs.

Hello I might be able to be done. But you lose a component of safety if the chair swivels in such a way swiveling be unsafe for children or younger adults. Something to consider

Hard to tell from picture. but you could just remove the seat from what I think is a swivel base and add your stool seat there instead...just screw it in.
