Hello. Yes Modge podge is an excellent way to apply photographs to wood. I make several Christmas ornaments this way. It’s always happy to revisit these moments annually. Though it might not be necessary I do use a spray sealer on them before the modgepodge.
Mod Podge makes a photo-transfer formula. Here's a link on using it:

Photocopy the photos so you don't lose them or professionally photocopied. Mod Podge to adhere them and Mod Podge to seal them. Otherwise do a photo transfer
