Hello there,
Place your mirror on a board big enough to take the lighting as well. Trace around the mirror so you know where to stick it. Then make a frame for the top of the mirror. After that, drill holes in it to take the bayonets for the bulbs, unless you want them to be surface fixed. Attach the bayonets and wire up from the reverse side. Cover with a screwed on back. Stick the mirror in place and fit the lamps. If you are not qualified or feel safe with electrics, call on a qualified electrician to approve it before plugging it in. Decorate to taste. Job done.

You can affix the lights on the wall around the mirror. You will need to choose between lights that will need to be hard wired (may require an electrician if you aren't qualified) or get some type of rechargable lights or ones that run off a cord (hide with the type of cover you use for tv wires).
You could get lights on a strip and attach them to the frame around the mirror.
