HI Madeline if you have any tall boots you could put the socks on the top of them, that should help a lot! After that pool noodles comes to mind or even rolled up magazines!
You can heat them up with an iron or tumble dryer and then stretch them over a tin can or larger item.

Here are some good suggestions, sounds like a practical way to make them work for you:

Soak them in hot water and then place them over a bowl or large can to dry.
You could slide them over a bottle that is larger and let sit to loosen the elastic. Dampen before doing so will help. Another thing, when you wash them make sure you hang to dry.
Hi Madeline. Dunk your socks in hot water. Get them thoroughly wet, Somewhere between dripping and damp. Now gently but firmly stretch the socks over a coffee can (or any large can.) Wait a couple hours until they are dry. Good luck Madeline. Happy Holidays.
If elastic in the ankle area of socks can be stretched out or not depends largely on what type of elastic it is, and how it has been sewn or woven into the sock fabric. Sometimes elastic can be loosened by carefully making a couple of clips in it. However, there is the risk that it will 'run' resulting in the sock losing it shape altogether.
Is the sock fashioned in the ankle area, or is it tubular?
What is the fabric content of the socks?
Hello. You might try stretching them but if they are very uncomfortable or constructive it might be best to donate them. Alternatively you could call the manufacturer and ask for their advice. Is it possible that they are a regular or defective?
Sometimes you can physically stretch the area that is too tight and actually here the stretch elasstic breaking. Of course it depends on how the socks are made. You might try stretching the ankle area on one pair to see if this might work on all of them. I usually have the opposite problem, that the stretch goes out on the tops of the socks and doesn't fit my legs and I know that's from them being stretch over my feet. By "breaking" the elastic, this will be permanent and won't have to be done after each laundering.

Stuff them with clothing that will help stretch it out
You can take a small pair of scissors, stretch out the socks, and selectively cut a few strands of the elastic. Don't cut them all, but if you cut some, it won't be so tight.

How to Loosen Socks
https://oureverydaylife.com/how-to-loosen-socks-12581913.html
Get a pair of “sock blockers” for the appropriate size. They come in small, medium, and large. They can be purchased online from yarn merchants.
Wash the socks by hand using a gentle detergent or shampoo. Blot dry by wrapping the socks in a bath towel.
Put the washed socks on the sock blockers while the socks are still damp. I usually clip one side of the cuff to the form so that the sock stays the length I desire. Clothes pins or binder clips would work.
Allow the socks to dry naturally.
While wet, stretch out and keep until dry. If you can clip them stretched out to a hanger, that would be a way to hold in place.
Hi, Apply heat to the socks for about 10 minutes with a hot dryer or iron, very hot water or blow dryer. Rubberized elastic changes its property when heated to high temperatures, which is why you'll have more success if you stretch the sock while it's warm.
Is this method permanent or does it need to be done each time you wash them?
