Where is the shelving - indoors our outdoors?
wrought iron , the shevling is glass indoors
You can likely paint it with spray paint designed for metal.
Remove the glass shelves and use a wire brush to remove any loose paint. Lightly sand and use a spray paint for metal.
Rustoleum makes a great paint for metal, also Krylon.
If you have access to a power washer or, even better yet, I would take it to self serve car wash and give it a good once over to remove any rust, debris etc. Then Rustoleum is a great brand for metal paints!

Clean first, then scuff with fine steel wool and wipe down with denatured alcohol. Now you are ready to prime and paint. I would go with RustOleum for metal. It has been the best in my experience.

You can make use of mild mixture of water and dish soap in cleaning the areas and surface. Or you can dip a small nylon scrubbing brush with some soapy water then utilize it in scrubbing the nooks and cranes. Rinse with clear water. On outdoor furniture or railings, you can spray the wrought iron with a garden hose.

Wrought Iron only needs dusting. If you can bring the shelving outside you can hose it down. When completely dry spray it with Rustoleum. I like the Rustoleum Professional it lasts forever, that is what I paint my mailbox with
