Hello, the fogginess usually means that the window seals are broken.
How old are your windows?
We had this happen to three windows less than 10 years old and were able to get replacements. Our windows were from WindowWorld and had serial numbers and measurement stickers intact from the previous homeowner.
Not being the original purchaser voided the free replacement warranty —in our case but new inserts were made and installed for a very reasonable cost to completely matched the existing ( brown framed) windows.

It sounds like the seal between the 2 panes of glass has been broken. The seal can be repaired, but is often expensive. Here's a link with more information:

No way to repair. The seal has failed and the inert gas, Argon, has escaped and air got in causing condensation and fogginess in between the glass panes. The glass panels need to be replaced not the complete windows. I know Ace Hardware sells double pane glass panels and they also install them.
Hi! Double paned glass is sealed. This past year we replaced several windows in our old house after the seals failed. Unfortunately the only thing that improved mine until the replacements were installed was window film to make it look intentional. Sorry. Good luck and stay safe!

You have to have them replaced, If the windows are steamed up. It is not possible to clean between as they are supposed to be a sealed unit.

Hi Darla, hope these help you out, use a gentle touch when taking them apart, the frame will remain on one of the pieces of glass, I did my own, clean both panes of glass, and reseal with a mono555 or other good name sealant.

You really can't with out looking the argon gas used for insulation. The seals are broken you should replace.
Hi Darla. If you see dust, or if they are cloudy, between these windows, it's a sign that they need to be replaced. The seal has been compromised and the window no longer has its weather proofing integrity. Good luck Darla.
