Make a flower arrangement for our family gravesite ?

Arrange flowers in foam atop a metal or plastic grave-top anchor, which holds flat arrangements in place. Glue the foam securely to the anchor before beginning. Use shorter lengths of flowers and small picks for decorations. Add a ribbon and place the arrangement on top of the gravestone. Here's a link with more information:

You may want to make a quick call to the cemetary before going further. Some cemeeteries will not allow faux arrangements or will possibly remove them after a short time. Their personnel might also be able to offer you tips on how best to insure the arrangement (if allowed) can be made stable.

You can buy metal cone shaped vases with long prongs on them that stick into the ground and just stick some silk flowers in the vase.

I would use plastic flowers and floral foam to create an arrangement in a plastic container. They do make containers specially for grave sites. I would be sure to tie the arrangement around the stone so it will not blow away.

Are you wanting Live or Faux flower arrangement. This time of year a nice Wreath would be good.

We have to follow the rules at my parents' site. They have restrictions on the type of arrangements we can place there. In winter we just get a wreath and decorate it. Faux flowers from the dollar store work great. We place them in a cone we bought at Home Depot and make sure we get some that are ivy like to drape down the side.
