Paper Mache is your best friend and using liquid starch is even easier. Cover a large blown-up balloon with newspaper strips that have been dipped into liquid starch. Allow to dry and apply another layer of newspaper and dry. Repeat several layers until good & firm. This process makes a wonderful hard shell that is very uniform and smooth. It also takes a while to dry, so plan for that. After it's firm enough, paint white and apply facial features of your liking. Top with an old hat that you have deco with xmas trinkets. P.S. After I painted the head white and before it dried, I rolled it in Epsom salt to get a magical snow texture!
