I power washed mine and it looks like new! If you want to change the look you can paint it with outdoor paint that is safe for the birds or make a mosaic using broken tiles.
Depending on what your bird bath is made of clean it up with diluted vinegar and water, try to avoid cleansers. If it can tolerate power washing then that is a good way to blast off built up dirt. You can glue on marbles, cut up CD's, you can recycle lots of items. Take a look here at what some creative people have done:

If it's made of concrete, give it a good cleaning and it will be ready to go.
We don't know what you birdbath is made of. Concrete? You can use a good brush and cleaner to scrub the dirt off. Make sure it is completely dry before painting and NO oil or PETROLEUM based paint.
I have a concrete bird bath and we power wash it every spring. Amazing all the crude that builds up.

I have a bird bath with a fountain and a molded pond. I cleaned it up with just a hose and some bleach water. Then rinsed really well.

You dont say what it’s made of you would have to see what is good paint for the product you have and paint it ,but be careful if you paint inside the bath we’re the water goes get something bird friendly
