If outside, use a wood stain preserver from the Section for Fencing. If inside, use a coloured Varnish or a Stain then a Clear varnish, or a Coloured Wax. Best wishes.

Take a scrub brush with dish soap in a bucket of water and. Scrub them good and clean them then hose off that will freshen them up then maybe stain them or Thompson’s water seal them so they stay clean

If you don't have access to a power washer, you can rent one from Home Depot or Lowe's for $28. A gallon of paint and paint supplies will run around $20.
