Meredith, what a great question we all deal
with.
I keep a list of what I have on what shelf and cross off or add as needed.
Marking the times with date and what it is helps big time. We never remember what that goo is!
It will help with waste and over buying what you have.
There are great charts giving the info how long something can last in the freezer.

I suggest you go through what you have, keep and toss what’s bad.
I’ve invested in a vacuum machine and I know it’s expensive but I got mine for $10 at a yard sale.
Many people have them for sale in online yard sale sites. The rolls of bags are not inexpensive but they really do their job. Think how much you spend and want to protect. It’s worth it. I have someone I know who uses freezer bags to seal with the machine but they don’t work like the thicker stuff does at all.
If you don’t store things for long it will be ok.
Penny wise and pound foolish comes to mind.
My advice is think how much you paid for meat onsale; maybe $2 less a pound saving $6 then you use terrible storable method and it gets freezer burn. You just wasted the $6 savings plus the $8 you paid for it.
Using plastic ware to store items in the freezer if it has gaps where air can build up freezer crystals it will spoil too.
Air is what kills food. Air space helps the moisture in the food form freezer burn crystals.

I use bins from the Dollar store and everything is placed in the bins, by meat, which I put in freezer bags with dates on them, to frozen fruit etc. So I know exactly where to look and so does everyone else. Everything has its own bin.

I would take everything out and purge what you will never use. Then organize like with like to make it easiest to find things. You can use plastic bins or even shoe boxes for further organization.
