Cut the fabric the size of the cork not the frame. Use 3M Super 77 spray adhesive to glue the fabric down. You can use pieces of cardboard to fill in the missing pieces.
You can buy cork to replace the spots where it is missing and then cover it with fabric. https://amzn.to/3bK31hk
Then you can cover the board with fabric, use a staple gun, fold the fabric over and staple it tightly. Then get some fabric trim of some kind and use fabric glue and cover those staples with the trim. You will have a lovely new bulletin board.

Can you remove the cork in one piece? If so it’s pretty easy to add fabric across the frame and insert the cork in behind to hold it in place. :)
Love how they break this down into 11 easy steps.

If possible, take the frame off and wrap the cork like you would wrap a gift. Paint the frame a contrasting color and reattach it to the cork. Use a color that would go with your decor.
Hello I would suggest an aerosol spray adhesive.
Hi! You could staple it over the cork, or use decorative racks around the outer edge. Good luck!
Yes, 3m Super 77 adhesive spray is one of the best. I use that for all my upholstery projects. Then tighten it around the frame and staple on the backside if you need to. Sounds like a fun project.
Hi Tracy,
You could just fold the fabric around the whole board and staple it on the back!

Add thing batting and then the fabric. You can remove and replace the frame, stapling to secure. You could also use a spray adhesive and try to tuck the fabric at the frame. I would probably remove the frame entirely and also add ribbon so that it would be ribbon board like this:

If the frame is removable, pop it off and simply wrap the board, tack with staples or hot glue. If the frame doesn’t come off, you can try spray mount to tack the fabric on over.
This is what I did -

Spray adhesive! Cut and measure your fabric. Place the pretty side face down on work surface. Spray onto fabric according to brand instructions. Apply to cork area like you would contact paper. I smooth out with a ruler. To cover around the perimeter, hot glue some pretty coordinating cord, ribbon, rickrack, etc. Will turn out fabulous!
