You can definitely do that. Consider your space and the function of the piece. You might want to adjust the height and I would cover the back and sides to match. You can use bead board or wallpaper, among other things. Consider changing the hardware to give it a kitchen feel. Add a few coat of poly to the top so that it is more durable.

Yes a wonderful project. Dressers and desks make wonderful kitchen islands. My son purchased a desk from habitat of humanity ordered a thick wood butcher block top to apply and painted the desk and it is a wonderful addition to his kitchen workspace.

Cut the top off and site or add casters. Decorate to taste. If you want the top to oversail to be used as breakfast bar etc. Add a larger top that will be big enough to suit. Tops can be purchased from Large DIY stores or maybe Kitchen stores. If not Laminate it yourself or use ceramic tiles.. Best wishes.
This can certainly be done. Just figure out what you need the island to accomplish (storage, seating, extra place to prep) and go from there. Do note many dressers might not be the same height as a counter.
If the dresser is not already the correct height to allow standing and working at the island without leaning over at an uncomfortable angle, then a base for the dresser will have to be constructed first to raise it up.
