Mix 2 cups of flour with 1 cup of salt. Slowly add 1 cup of water and then knead for 10 minutes. Let it rest for 20 minutes. Preheat the oven to 250 degrees. Make your ornaments(or whatever you're making) and bake for 2 hours. Paint with craft paints.

Hi Valerie. You will need 4 cups flour, 1 cup table salt, and 1 and a half cups water. Put all the ingredients together in a large bowl. Use a wooden spoon to stir. When it becomes too stiff to stir, use clean hands to bring the dough together. If the dough is too wet and sticky, add a little more flour. Knead a few times until the dough is uniform and soft. Divide dough into sections. Roll out between 2 sheets of parchment paper to about one-quarter to one-half inch thick. Cut out with cookie cutters. Transfer shapes to a parchment lined baking sheet. Bake in preheated 250 oven. Use a straw to make a hole for hanging on tree. Bake 1 and a half to 2 hours. Let cool completely and then paint. Good luck Valerie. Happy Holidays.
This makes me smile making wonderful ornaments years ago. Try to use a good sealer as mine deteriorated over the decades.
