Here are some great tips. https://www.bobvila.com/articles/how-to-paint-over-wallpaper/
I would only recommend this if the wallpaper is firmly attached to the wall. I would vacuum and wash the wallpaper well and let it dry. Apply a good stain-blocking primer before painting it in the color of your choice. Oil-based paint is best since water-based can sink into the wallpaper and soften the adhesive.
As long as the wallpaper is in good shape (not pealing etc.) you can prime over it and paint it just like a regular wall.
You can just paint over it! Make sure to peel off any areas that are coming off to try to get a smooth surface. The seam between papers though will show through.

Painting over wallpaper
Hi, Well painting over wall paper may be easier the removing it.. You will need a good primer sealer first, at least one coat. Then pick the paint you want and have fun. I would recommend to remove old wall paper though, some wall paper does remove fairly easy with a bit of hot water and towels and scrapers.... Some wall paper does not remove easy.....
After 50 years of removing wallpaper, I just did my first paint job over wallpaper - my client has wallpaper in her manufactured home. That stuff is bonded on thin wallboard so I wasn't gonna try to strip it as she had already smeared paint in one area. I got some Zinseer primer, waterbased that said on the can it was good for wallpaper. Luckily it worked. But generally I am totally against painting wallpaper as I've been hired to remove it and have seen many disasters where the wallpaper bubbled and lifted - I used to charge 3x as much for those jobs as its really hard to strip with paint, and usually required a complete wall skimming with mud to restore the walls.

I would use a primer first then paint once that is dried or use a paint with primer already in it. Sometimes with wallpaper once it is painted you can still see the corners or lines in it
HI,
Using a roller would be best, but bear in mind if the wall becomes to wet and the pressure to firm, you could dislodge the paper and may have to go back to stripping it off in the end! The biggest problem will be the joints. Best of luck!
The only time I advise painting wallpaper if it cannot be easily removed. If the walls were not primed or "sized" prior to papering. There is always the chance the wallpaper can bubble or separate from moisture in the paint. You would need to prime the wallpaper then paint your color.
You can definitely paint over the wallpaper. I did it many years ago and it is still holding up fine. I have vinyl wallpaper. Put a light coat of primer, and painted it with latex white eggshell Sherwin Williams paint. After 8 or 9 years it still looks great. And I wash down the wallpaper because it is in the kitchen.
Hi Maureen, you can use any paint you would like to paint over it but make sure there are no loose bits or any peeling parts before you start painting. The wetness of the paint will make it peel even more.
I wouldn’t but if you feel you must, clean with tsp then prime and paint. Make sure you don’t have any tears or loose spots, especially seams, or it will peel.
Hi Maureen, hope this helps you out! Follow instruction exactly

We've done it, but I would definitely consult a pro at the paint shop. You need to make sure that there are no loose seams or curled edges and you might want to seal it before you paint.
I just painted my wall like normal. Use a good primer if there is a pattern or something you are worried about showing through .
Hi! It's much harder to remove wallpaper once you paint it. The seams and any texture will show through the paint. If you have no other choice, clean and repair the walls first. Good luck!
I would use a good primer to cover it first, but it's better to remove the wallpaper beforehand

Makes shure all bubbles are flat make a hole with a razor
If you decide to remove (which I would recommend) you can use steam or water with vinegar or fabric softener, mixed 50/50, to loosen. Then clean the walls with soapy water.
It’s best to remove it first unfortunately. The paint could cause the paper to bubble, peel, or crack and then you’ve created three times the work and expense for yourself. It never looks right either.
