The package should tell you how deep to plant. Point bulb up. I used to dig an area up, toss in the bulbs, and then return soil to cover. I tried the bulb shovels, but that was too much work.
Fall to plant and don't need to dig up. However squirrel s like to do that for you and sometimes replant them too. Every Spring I get tulips someplace I never planted them.

Plant tulip bulbs around the time it starts to frost in the late fall. I have never dug mine up and they will come back for a couple of years if the chipmunks or squirrels don't fine them. If the find them you won't have any in the spring.
Tulips can only be planted in fall I do not dig them up that is not necessary for fall bulbs that bloom in spring. You only have to dig up summer bulbs.
Bulb flowers should be planted in the fall. Depending on where you live you may not have to dig them up. When we lived in the Rocky Mt area, we had to cover the bulbs with 4 or so inches of mulch to keep them safe in winter. Most areas do not get that cold and so digging them is not necessary, unless you want to split them and replant them (in the fall)
