Hi Cheryl, I make deamcatchers and I have to glue suede like fabric to metal, I use super glue in minimal amounts, it works great and holds well, hope this helps you out
Could you sew a hem and place it on the dog frame? that would last the longest. Or Get some heavy duty velcro and attach that way. They sell it in strips on Amazon in black or white.

Maybe you could staple the fabric around the wire frame.
It would be a bit more safe for the dog if you sewed a cover together (sides & top) and then use fabric ties, velcro or several snaps in specific locations to snap the cover on and off. I envision it to be similar to a skirted cover for a dining room chair. as shown in this video.

hot glue gun would work great.
Epoxy glue works best if the metal and fabric will be exposed to excessive heat, but it can take as long as an hour for the metal and fabric to create a permanent bond. Apply the epoxy to both the metal and fabric to create a lasting bond. If you're looking for a quick bond, and the project will not be used in extreme temperatures, hot glue and glue dots work exceptionally well.
I wouldn't glue it right to the metal. I would sew it on. Or.... glue or sew velcro strips to the top of the fabric so you can velcro it around the metal frame. To glue the velcro on the fabric, you could use SUPER 77; My favorite heavy duty glue I like to use for fabric applications. Or you could use FABRITAC. I think super 77 might be stronger though.
Hot melt glue would work, but more importantly is how thick is the fabric? Meaning, thin fabric is going to show where it’s glued on.
