Our house has a side concrete space of 5 feet. It is enclosed by a concrete block wall. The CC&R's forbid painting the wall or putting anything permanent on the wall. Both the guest bathroom and the library windows look out to this brick wall. Not a pleasant view.
Side of house with ugly brick wall
I decided that I would hang pictures on the wall without making them permanent. I needed materials that could withstand the elements. Las Vegas does get rain. We also get strong winds. I went to Walmart and found a plastic curtain with a lovely design that went upward from the bottom. It cost $8.00.
First cut of shower curtain
I had some old frames (Goodwill) and some cardboard. I cut the curtain to fit the frame with 2" over on every side. I cut the cardboard to fit the frame.

Cardboard box to cut to use as backing
If there wasn't a picture hanger already on the frame, I chose a saw-toothed bracket and nailed to the frame. I used a metal wreath hanger and inserted the wreath end under the bracket.
Back of frame with the curtain folded over.
Our picture is now ready to be hung on the wall. I measured from the top of the wall down to where I wanted my picture to rest. Holding the picture at the right height, I bent the wreath hanger so it would lie flat on the top of the wall. Then I bent the other end down the back side of the wall allowing the end to jam into the neighbor's side of the wall. It now hangs securely. I hammered a cement nail into the concrete at the very bottom of the frame. The picture now rests upon that nail in addition to the top of the wall hanger.

I have hung three pictures and the brick wall certainly looks better.
The finished product.

I would use inexpensive foam board sheets from Dollar Tree or Walmart instead of cardboard for use outdoors. ☺️
